A growing number of advocates are calling for action before the end of the legislative session but the path through the legislature is unclear.
The 2014 state monitor report found that of the 9,000 kids who attend public schools, 91% identify as Black or Latino, while 99% of the 24,000 private school students are white and go to yeshivas.
The Town of Islip has agreed to change its election system, after acknowledging it deprived Latinos of an equal opportunity to win a seat on the Town Board.
Latinos account for more than 30 percent of Islip's more than 300,000 residents. Yet, no Latino has ever been elected to the town board.
"I do not want to think that it was deliberate," said Congresswoman Nydia Velazquez, whose district was most impacted.
The ruling fell along predictable ideological lines.
