The shooting may have violated the NYPD's use-of-force guidelines
"Chokeholds are torturous and deadly and have no place in a just and humane society," a criminal justice reform expert testified.
The City has paid out more than $250,000 related to allegations of excessive force against Detective Fabio Nunez.
It will be up to the NYPD to reform itself.
"This critical moment demands immediate, real change, not incremental steps," said NYCLU Advocacy Director Johanna Miller.
"There's a proper way to arrest people, and an improper way to arrest people, and this is an example of an improper way to arrest people."
The news was timed just ahead of a scathing report about police's use of force protocols.
