Critics have said the city should set aside funds for students in transitional housing and foster care.
Now the city will consider all incumbent superintendents in the finalist pool of candidates.

One principal said her team made a spreadsheet to keep track of kids who were impacted in some way – whether they witnessed it, passed through the station, or lived nearby – in order to connect them to additional support.
In New York, the legislature has extended mayoral control for various increments of time, and the issue is often subject to bitter negotiations and horse trading.
