Speaking in Harlem, Sharpton described police department tactics that aim to discredit the people they kill.

Garner's mother, Gwen Carr, said her first words after hearing his death had been ruled a homicide were, "Thank you, Jesus."

The report says Garner died from "compression of neck (choke hold), compression of chest and prone positioning during physical restraint by police."
