The NYPD officer who fatally shot off-duty National Guardsman Noel Polanco on Grand Central Parkway last October will not be facing charges.
Deputy Chief Molloy, 51, joined the NYPD in 1982, has worked in over a dozen precincts and headed up the ESU for four years.
The witness apparently told the police she looked away right before the shooting.
Hundreds were drawn to Corona, Queens yesterday for the funeral of Noel Polanco, the 22-year-old unarmed National Guardsman who was killed by an NYPD on Grand Central Parkway last week.
Police Commissioner Ray Kelly visited the slain man's family yesterday.
"There was no time to put your hands up at all. They shot in front of my face. Had I moved an inch, it would probably have been me."
