A 70-year-old woman was struck and killed by a van at the corner of Third Avenue and 30th Street yesterday afternoon. Cecelia Penkala was hit by the van and dragged for half a block, and one witness told the Daily News, "I ran over and I saw her on the street under the car. She was bleeding everywhere and she wasn't moving at all." Driver Liu Zeng Yu was issued a summons for failure to yield to a pedestrian. Whatever happened to Elle's Law?
