2007_05_kellybrown.jpgQueens DA Richard Brown revealed that two men had plotted to kill a police officer. Andrew Spencer, held in Rikers on gun possession charges, asked his friend, ex-con Kiyee Kye, for help in shooting the cop, who had arrested Spencer last summer and was scheduled to testify against him.

The police learned of the plot from another inmate and sent in an undercover posing as a hit man. Spencer offered a Lexus, a Jeep and $1,000 for the hit which was supposed to look like a drive-by shooting. Kye offered the provide the weapons, and when the police raised his Queen shome, they found "a loaded .9mm Smith and Wesson handgun and a loaded semi-automatic assault rifle with a bayonet mount and a flash suppressor." Police Commissioner Ray Kelly said of the weapons, "This is heavy-duty stuff. We must give priority to any threats against a police officer - otherwise we risk aiding the ultimate undoing of civilized society."

The incident Spencer was arrested for is also nuts; from the Queens DA:

In the underlying case, Spencer was arrested on August 16, 2006, when an off-duty police officer (whose name is being withheld) witnessed a violent confrontation in front of his house between the defendant Spencer and another man. When the police officer attempted to intercede, Spencer allegedly punched him in the face and pointed a loaded .40-caliber semi-automatic handgun at him. The police officer responded by pulling out his own weapon, identifying himself as a police officer at least three times and ordering Spencer to drop his gun. After doing as instructed, Spencer allegedly took out money and offered it to the officer, stating, “I’ll give you money. I can’t get locked up. I’m on parole.” At the time of the alleged incident, two young female children were present at the scene – the officer’s 15-month-old niece and a three-year-old child.

Spencer and Kye were charged with conspiracy to commit murder, amongst other charges. And the photograph the Queens DA's office included is quite the tableau, with Kelly holding a machine gun and Brown holding a gun.
