The issue is that seal between the filter and the mask "lets in three times the permitted amount of dust and particles." While it's uncertain how many of the thousands of masks might have been defective, it doesn't seem much can be done, since the masks had been donated to clean-up workers. Gothamist finds it's interesting because it reminds of the bigger question: What are the health effects of the bombing at the World Trade Center? The World Trade Center Health Registry, which was formed to track the health issues of residents and workers downtown after September 11, has noted that respiratory issues either worsened or emerged after September 11.
