Four years and not much done seems like the major prognosis from the 9/11 Commission. A year after the commission ended its inquiry, commission heads Thomas Kean and Lee Hamilton went on Meet the Press to slam the government's lack of initiative and gave the White House and Congress "D's and F's" on counter-terrorism reform.
