Police say that Jason Carroll, 30, was arrested Tuesday around 5:15 p.m. in the vicinity of Riverside Park (in the West 70's). According to the News, a good Samaritan spotted him abusing the 2-year-old girl, and alerted a Parks Department employee, who then called the cops.
