A cyclist was killed in a hit-and-run in Brooklyn this morning, and police say they've arrested the man who is allegedly responsible for his death.

Authorities say Shui Jiang, 68, was biking northbound under the Gowanus Expressway at 6th Avenue and 65th Street in Bay Ridge at about 9:30 a.m. this morning, when a white flatbed truck that had also been traveling northbound made a right turn and slammed into him. Witnesses say the driver stopped and got out of his truck, but sped off before help could arrive; Jiang, who lived near the site of the accident, was pronounced dead at the scene.

Police say the alleged driver is 46-year-old James Billups, a Harlem resident. He has since been arrested and charged with leaving the scene of an accident and failure to exercise due care. Jiang's children say their father had been biking to the doctor this morning because he felt poorly.
