According to an internal Parks Department report obtained by the Staten Island Advance, the Cromwell Center recreation facility was in "seriously deteriorated condition" at the time of its collapse in May. Which would have been really great to know before the building collapsed into the harbor—the investigation was conducted a week later. They concluded that "timber pile bents no longer provide support for the pier structure," which can be confirmed by watching this video of the building falling into the harbor.
