The man found dead in his burned out Chelsea apartment was identified as a male prostitute. The Post says that Shlomy Rejwan was a 45 year-old Israeli who lived at 228 West 18th Street and used his apartment to "[give] randy rubdowns to a male clientele." The current theory is that a robber strangled Rejwan, and then set a fire to cover it up. And in 1995, Rejwan was on a shortlist to be deported, as part of a federal immigration effort to "eject foreigners convicted of sex-related crimes," but clearly that never happened. There do not appear to be any suspects yet.
