The Post is skeptical of and amazed at the good will that Bryant Park is trying to impart, from magazines for parkgoers' reading pleasure to "tushion" seat covers for, well, comfort, - all using the honor system, which in a town like ours, seems a little too optimistic. But suprisingly enough, magazine retention is at 85% and not too many of the folding chairs have been stolen. Bryant Park Restoration President Dan Biederman tells the Post, "Our success with the honor system is all related to the broken-windows theory. We've eliminated visual clues that tell people they can behave badly. And we trust our fellow man." Unless that man is Howard Dean, trying to faux-graffiti Bryant Park during his rally.
