Police arrested an off-duty police officer on Monday around noon in the Bronx after they say a school safety agent spotted him drunk behind the wheel of a running parked car with his pants down. Wayne Roach, 35, allegedly refused a Breathalyzer test at the scene.

ABC7 reports that Roach is a transit cop and was parked on Bristow Street near PS 134 in Foxhurst when parents saw him and pointed him out. A police spokeswoman declined to provide the location or circumstances of the arrest, and said she did not have information about Roach's employment status.

Roach is charged with indecent exposure and driving while intoxicated. Information about his arraignment and attorney was not immediately available.
