Almost all Ask Gothamist readers agreed that it was a substance applied to manhole covers by Con Ed in response to the women who was burnt by a manhole cover recently.

One Ask Gothamist reader pointed us to the Public Utility Law Project website, where the purpose and content of the sticky substance was confirmed:

"Michael S. Clendenin, a spokesman for Con Ed, said no statistics were available for the number of burn cases. He said that the utility has increased its efforts to prevent steam hazards by spraying more manhole covers with a coating of polyurethane epoxy, which insulates against excess heat released by steam pipes."
