UPDATE, 5:10 p.m.: This is the view from "Seamen's Church Institute looking northwest—Coenties Slip, and the curve of the 2nd-3rd Avenues 'El' structure in foreground." The photo is part of the Municipal Archives and was taken in June of 1938. The building also housed a memorial lighthouse tower commemorating victims of the Titanic, which was moved to South Street Seaport when it was demolished in the 1960s.
