If it's Labor Day in New York City, it means the West Indian American Day Parade is taking to Brooklyn streets. The annual dazzling celebration of Caribbean culture starts at 11 a.m. and winds down at 6 p.m. and about a million people are expected to attend—and maybe dagger.
