No longer is W.H. Bailey the stupidest New Yorker, he's the luckiest. W.H. Bailey is the arts framer who left his portfolio containing a Picasso drawing and Sophie Matisse painting on the 1/9 platform at West 79th. The portfolio was finally returned yesterday. A street bookseller, Abi Boutros, returned them to Bailey after being given the portfolio by two other men. Bailey marveled at the "whole New York spectrum. From calling me really awful things to people telling me they were praying for me."
