As more restaurants are being closed as the city's health department tries to improve its inspection procedures, questions remain.

It finally happened: Rudy Giuliani has set up the "Rudy Giuliani Presidential Exploratory Committee, Inc." to consider a 2008 bid for the White House. While his aides say it's "not a declaration, it is not an announcement" - just "legal back-room stuff that you have to do" - it certainly makes things interesting given the possible presence of Hillary Clinton looking for the Democratic nomination. The Daily News' Michael Goodwin writes, "Hil vs. Giuliani: The race we've dreamed of", recalling the 2000 Senate race that Giuliani dropped out of after discovering he had prostate cancer. Ah, remember those days? Remember Rick Lazio?

Today's Metro reports on a recent report put out by the National Endowment for the Arts. They found that the number of non-reading adults has gone up by more than 17 million between 1992 and 2002.

The NY Department of Education has created ten new positions to answer parents' complaints and organize parent involvement for upward of 100 schools, and most interestingly, the Daily News is awed that this "parent pyramid"'s leaders do not have be to parents themselves: "Team leaders will earn up to $85,000 a year but don't have to be public school parents or have a college degree. A high school diploma and two years' advocacy experience is the minimum requirement."
