Earlier this week, the Post reported that "high-profile" Bronx Republican Fred Brown, who is a GOP district leader in the Bronx and votes there, actually lives in Battery Park City in lower Manhattan. Which means he's been voting in the Bronx illegally. Now, the Bronx's DA's office is investigating the matter.

It's Election Day, which means it's time for people to go to the polls. City offices and public schools are closed, and alternate side of the street parking is suspended, as are garbage and recycling pick-up. It's an optional state holiday; federal offices are open and there is mail delivery. While there aren't many big races, there are a few notable ones, namely the Staten Island District Attorney's race which pits incumbent Daniel Donovan (R)...

It took two elections, an investigation without much resolution, hundreds of thousands of city dollars and an apartment in Brooklyn's 40th District for Mathieu Eugene to become the first Haitian to serve in NYC's City Council. Eugene had been elected in a February special election after 40th District City Council member Yvette Clarke headed to Congress, but questions about his residency (he actively said he didn't live in the district, but then later claimed he had an apartment) became heated.

  • Mathieu Eugene remains in the race for a contested City Council seat in Brooklyn. A judge rejected a lawsuit asking for his removal from the ballot because he was never officially sworn in after he couldn't prove residency at the time of his special election.
  • Cops and bar owners are continuing a discreet affair that involves quiet meetings and promises of improved behavior, by both parties.
  • Curbed looks at a Brooklyn's bad case of the Demolition Measles, which is almost as bad as the rash of gentrification that's been plaguing the borough.
  • The NYPD is leaving everyone mystified about how someone could be arrested for trespassing at a non-existent address.
  • Worried relatives sent firefighters to check on an elderly relative who was proving unreachable. They searched, found, and then rescued her from a home filled with garbage. The Long Island woman was buried beneath three feet of trash.

After City Council recently passed a bill to regulate pedicabs, Mayor Bloomberg decided to wait a bit longer before signing it (however, he did sign three bills about nightlife safety). Angry pedicab owners seemed to influence the mayor, pleading that the bill would contradict the 2030 sustainable city initiative. Bloomberg has until March 30th to decide whether to sign, veto or leave it alone. If left alone, the bill would automatically become law.

It was a good time to be a bill at City Hall this week as Council Members introduced stacks of legislation concerned with how we eat, speak, and party(bike) in the city.

- The confusing question of elected-to-the-City-Council- but-not-sworn-in Mathieu Eugene's residency persists. Over a week ago, he told Brian Lehrer he hadn't moved into the 40th District, but now his people say he's been living since February 1. The Politicker spoke to a campaign consultant for Eugene who claims he's seen "a lease whose term began February 1 for 40-46 Argyle Road. I've seen a check written to the landlord dated February 1." Oh, like no one has ever backdated a check! Room Eight notes that Attorney General Andrew Cuomo, backed by the 1199 union, is looking at the matter - and Eugene happens to be backed by the 1199, too.

The special elections in Brooklyn and Staten Island were decided and then undecided in a matter of days. The newly elected Council members will have to wait until the final election results are tallied before they are sworn in. By “election results” we mean whether Dr. Mathieu Eugene’s seat in Brooklyn’s 40th District is the same place of his residency during the time of the election.

Residency, schmediency! The historic City Council victory for Mathieu Eugene continues to be debated. Eugene, the first Haitian-American elected to City Council, won the election for the 40th District in Brooklyn, but didn't actually live in the district. Eugene had postponed the swearing-in on Thursday as he looked for an apartment (though Eugene's lawyer said the swearing-in was postponed because votes weren't certified). And he was apparently succesful, because the Times reports Eugene's now residing in the district he was elected to represent.

Just after the victory of Mathieu Eugene’s 10-candidate run for Brooklyn’s 40th Council District on Tuesday, questions regarding his residency in the Flatbush district have now put his official claim to the seat on hold. Elected candidates must reside in the electing district during the time of the election, but not necessarily during the time of filing for nomination. There’s the rub. So today at City Hall, the expectations and celebrations of a political newcomer were met with a big halt as Dr. Eugene announced that he will not be sworn in until he has established residency.

Yesterday, the special election held for a City Council seat in Brooklyn's 40th District brought some history: Dr. Mathieu Eugene (pictured on the left) became the first Haitian-born member of the City Council - and he has been called the "Haitian Sensation" in the media.
