Police arrested and charged tow-truck driver Melvin Morales with vehicular manslaughter in Sunday morning's hit-and-run death of a 13-year-old boy. Anthony Delgado had been biking along Central Avenue and was killed when a car making a turn at Palmetto and Central hit him.

Police are looking for the driver of a black Ford Jeep that witnesses say fatally struck 13-year-old Anthony Delgado in Bushwick after midnight on Sunday.
