According to WCBS 2, we'll be experiencing the coldest day and night of the winter today! "New York City will have a high of 25 degrees—13 below the average—and has already seen its low Sunday morning at 16 degrees. Meanwhile, a frigid arctic wind is keeping temperatures anywhere from below 0 to single digits and into the teens as the Tri-State bundles up for the cold. The wind chill will be -10 to -20 in parts of the upstate while the Tri-State will feel a wind chill anywhere from 0 to -10 degrees." And tomorrow morning may be in the single digits!
New Yorkers seem tired of the cold and the snow (which may be coming back this week. One Bronx resident told the Daily News, "This is the weirdest weather I've ever seen and I'm 34. Getting around sucks because they don't clean off the snow right. It's depressing," while another said of predicted snow on Tuesday-Wednesday, "The mayor will probably screw it up again. The whole thing will be mismanaged."

By the way, it is heat season, which means all NYC building owners are required to follow these guidelines: "Between the hours of 6:00 AM and 10:00 PM, if the outside temperature falls below 55 degrees, the inside temperature is required to be at least 68 degrees Fahrenheit; and, Between the hours of 10:00 PM and 6:00 AM, if the temperature outside falls below 40 degrees, the inside temperature is required to be at least 55 degrees Fahrenheit." Also, building owners are "required to provide hot water 365 days per year at a constant minimum temperature of 120 degrees Fahrenheit."
