Cops Save Their Tickets For Unvaccinated Dogs

With the murder spikes and drivers getting away scott-free after dangerous crashes, we were beginning to wonder just what the NYPD was spending all their time doing. And now we have an answer! Jin Won of the Upper East Side is furious at allegedly receiving a number of tickets when it seems the only thing she was guilty of was not having her dogs' vaccination papers on her when out for an afternoon walk. And this was on November 13th, so it wasn't even part of the end-of-the-month quota roundup!

Won tells the Post she was walking her four dogs along East 99th Street when a police van pulled up next to her. She claims a cop asked if her dogs had been recently vaccinated for rabies, and she replied yes. "On the tag, they saw '2009' with the vet's name and address, and they're questioning me, 'Why are they not wearing tags from 2010?'" She explained to the officer that dogs had their shots in 2009, and rabies vaccines lasted for three years. The cop then allegedly asked her for the vaccination paperwork, and when she said she didn't have it he wrote her "a handful of tickets," though its unclear just how many. Won was shocked, saying, "I mean, who carries the paperwork with them?"

She says she tried going to her local station house with the vaccination paperwork and the tickets in hopes she could get them dismissed, but says she was told she would just have to appear in court on January 25th. A police source told the Post, "This officer was doing her job in addressing quality-of-life concerns of neighborhood residents." Because of all the things we're worried about in this city, we're most concerned getting rabies from adorable puppies on leashes.

    in 2007, the Center for Disease Control declared CANINE rabies nonexistent in the U.S. Dogs will not contract rabies from other dogs, but only from wild animals such as bats, coyotes, skunks, raccoons and foxes. Read more about rabies in the US at http://www.cdc.gov/rabies/epidemiology.html

    Rabies tags, unicycles, chess playing, Jeez! These "heroes" AKA now "brownies" know the game they are playing. Make numbers, do nothing, play the system. One of these days they are going to tag the wrong person who has had just about enough of this stuff and take a bad hurt. The city needs cutbacks? Crime is down? Fine, just cut half the police department, especially those who have not vested yet, and cut the house-mice and brass. If this is all they have to do, and won't take a report or do the job they are supposed to be doing regarding real crime, they are not worth the cost.

    The vaccines, particularly rabies, are a political and economic scam being forced upon pet owners because they do not know the truth. Rabies, nationwide, is nowhere near the problem the veterinarians, media, politicians and bureaucrats would like you to believe. If you wish more of the truth go to your local city or county government building and look up the codes and statutes concerning vaccines and rabies. Get figures from local animal control for rabies in dogs, cats and wildlife in your area. Then you can start to fight back, take control of your life, and protect your pet from the only dreaded disease that is important--special interest groups pushing their program leading to vaccine induced damaged immune systems. Only you can set yourself free.

    Current Veterinary Therapy by Kirk, the textbook bible for veterinarians in general, has an article on canine and feline vaccines by two researchers. Near the end of the article is a paragraph called Annual Vaccinations. It states "The practice of annual vaccinations lacks scientific validity or verification. There is no immunological requirement for annual vaccinations. The practice of annual vaccinations should be considered of questionable efficacy unless it is used as a mechanism to provide an annual physical examination or is required by law." Sure, if we can't manipulate you with annual vaccinations let's pass a law to get you into the office. Nice trick!

    So any and all mandatory rabies vaccination programs are colorable law, in that they have been passed and mandated upon the pet owning public by certain vested interest groups. Who are these groups? First and foremost are veterinarians, in general, and veterinarian medical organizations. Second are the local animal control personnel, bureaucrats and politicians. What are their reasons? GREED, POWER AND CONTROL. Both these large powerful interest groups stand to benefit greatly by having rabies mandated by colorable law.

    Veterinarians receive a large percentage of both their gross income and profit from vaccines given in the office. On average vaccines cost 60 to 95 cents per dose and are charged to the client at $15 to $25 per injection and substantially more in the large cities. Therefore, if veterinarians lobby to have a colorable law passed to give rabies vaccine every year that enhances their financial picture.

    The veterinary medical societies, by working with other groups and area politicians, are rewarded by increased prestige and professional standing in the community. After all we are protecting you from the dreaded disease rabies, whether it exists or not. Some areas of the country are more enlightened and fortunate to have the rabies vaccine mandated every three years. You can be assured the rise of rabies is never taken into account as to whether the vaccine should be required or not. More on this later. The local government personnel benefit by extending more control over our lives, enriching the public treasury with fees, tags and fines, and giving the appearance that local government is doing something about animal populations, disease and risks to the public. Since rabies vaccines have been mandated, what county or area has seen less dog and cat bites, better animal control, more public awareness and educating of pet owning responsibility, better birth control of unwanted animals, less euthanasia of animals and decreased growth of animal control facilities?

    The law requires that your pet's first rabies vaccination be given no later than four months (three months in New York City) after

    its date of birth. Many rabies vaccines are licensed for use at three months, although some may be given at younger ages.

    Your pet should receive its second rabies vaccination within one year after the first vaccination. The second rabies shot and all

    shots thereafter are sometimes called booster shots.

    of vaccine administered.

    Maybe people shouldn't have such a sense of entitlement, insisting they can do whatever they want when they want without EVER being inconvenienced. You want to have dogs in the city? Sometime that comes with responsibilities - deal with it.

    But, I would go further. Much further. Why are we even accepting this woman's story at face value?

    - Why does she have FOUR dogs? Who needs that many?

    - How do we know she wasn't doing something to attract police attention?

    - How do we know she was polite and cooperative with the officers?

    - Sure, she SAYS her vaccinations are good for 3 years. But what if they are really the one-year kind and she's just too arrogant to admit it?

    The Upper East Side, after all, is the epicenter of personal entitlement. You wouldn't be living there unless you think you are a princess and/or master of the universe.

    3 year rabies tags and 1 year tags are different colors and shapes. If the cops are so interested in rabies, shouldn't they be able to identify the different tags? Sounds like they just wanted to write some citations and figured people work and wouldn't have time to contest them. Ridiculous.
