My father a violinist out of work at that time

made a living as a barber cutting "fine gents' hair at the Hotel where perhaps,( yes it's a strech),some of those fancy gents in the Marlborough had their haircut.

Not before the repeal of Prohibition in 1933, and probably not after the beginning of World War II (too many men of military age). The clothing looks a bit too old for the post-WWII period. So I'd go with 1933 through 1941.
