Guess The Year: Betting Edition

UPDATE: This photo was taken in 1939, and the caption reads: "A view of construction workers taking a break during the construction of the Queens Midtown Tunnel in New York City." The tunnel opened to traffic on November 15th, 1940, and was designed by Ole Singstad. Here are some more photos taken during the construction process in 1939.

Taking a shot in the dark. 1930 or 1931, and the construction workers are on break from working on the ESB. Although the hats could be from much later, and I'm not so sure the construction crews for the ESB even *had* hard hats.

hmm. lots of chairs in the back... some kinda gamblin' activity going on... lots of different looking hats including a couple of construction hats...
