Why Can't Cops Shoot to Wound?

102210target.jpg Two recent incidents in which police officers neutralized perps without killing them has City Room wondering if officers are encouraged to avoid kill shots. The short answer: Hell no! "Police officers are instructed to aim for center mass," NYPD spokesman Paul Browne explains. "You are looking to stop the individual, and that is the largest target." Center mass means the "head and torso," and a former commander of the NYPD's firearms training section says, "You can’t just shoot to aim for a leg or an arm; it just doesn’t work... Annie Oakley does not exist." We feel so disillusioned!

    Q: Why Can't Cops Shoot to Wound?

    A: Because instead of the armed perp being taken out, thus elimating the threat, the armed perp may just say, "Ouch! My leg!" or "Ouch! My foot! You've shot me!" and then continue shooting at the police officer and innocent bystanders.

    Most of the people who can't understand this are those 160 lb pale dudes with crumb-filled beards, wearing tight girly jeans and flip-flops.

    thats funny napalm how you twist this back at white people, when the stats clearly show that about 92% of murders are committed by non-whites. when the son of sam was out there he killed 6 of the 1557 killed that year. thats .385% of all murders. that means youd need 239 david berkowitz's running around just to equal the minority murder rate.

    And yes, Sean Skell and Danroy were both using cars as weapons b/c NYS LAW states that if a vehicle is being used as a weapon, the Police can shoot at the operator of that vehicle. So nO, Sean Skell and Danroy were in fact armed.

    The center of mass for most humans is right below the umbilicus, on midline, and in the frontal plane - and wouldn't include the head. NYPD spokesman Paul Browne doesn't know what the fuck he's talking about. Cops are taught to shoot ABOVE the center of mass, at the thorax which does two things - aims at the largest surface area for more accuracy and induces a rotational force backwards which will knock the person over.

    He said "center mass," not "center of mass." It's a very specific term in gunplay.

    I think the guy is just using the wrong terminology. I think what he means is that cops are used to shoot the area that is most likely to produce a hit - the cener of the chest/thorax. I don't think he literally means shoot them in their center of mass.

    You also missed some very important words in your generalized statement. You may not get shot "...by cops." Living in a poor, crime-ridden neighborhood isn't a crime, last I knew. You owe all the innocent bystanders mowed down in crossfire and by random gunfire an apology.

    Started reading the NY times blog article, but after I read the part about the cop on 31st street shooting the bank robber in the leg, I had to stop reading. Just because the cop, under pressure, missed center mass, and hit the leg, doesn't mean that he was aiming for the leg.

    Also, wasn't the cop that was shot in brooklyn nearly killed from a leg shot, and wasn't he saved, or at least his leg saved by another cop creating a makeshift tourniquet on his leg?
