That building is the Whitney, and at least one of the "men" is (friend of Philippe) Elizabeth Streb. Here she is rehearsing for her part in Off the Wall: Part 2, which features works by the Trisha Brown Dance Company, on the occasion of the company’s 40th anniversary.
Iconic works from the 1970s are all on the schedule, and you can check out a rehearsal walk in the video below (that's Stephen Petronio walking in it)—it was first performed at the Whitney in 1971 and will happen again tonight at 5 p.m. and Saturday and Sunday at 1:30 and 5 p.m. (all performances are weather permitting).
