Cop Indicted for Brutalizing Teen, Ripping Out Dreads (Video)

A Newark police detective has been charged with using excessive force in the arrest of a 15-year-old boy outside his home on on March 24th, after surveillance video of the violent arrested prompted an Internal Affairs investigation. Detective Angel Pared, 28, was indicted yesterday for aggravated assault, tampering with public records, and falsifying police reports. According to the teen, Travis Rattray, he was innocently sitting outside his building around 10 p.m. when a stop-and-frisk turned violent. Here's the surveillance video:

Pared approached Rattray for the stop-and-frisk after seeing his friend hand him something and continue walking. Rattray insists his friend handed him iPod earbuds, and no contraband was found on him during the arrest. But at some point during the frisk, Pared allegedly snapped, punching Rattray in the face, throwing him into a glass door, and then wrestling him to the ground with another officer. The first punch flew after Rattray moved his arms, but the boy says he was just trying to pull up his pants.

Rattray's braces tore through his lips and some of his dreadlocks were ripped out of his head; he's charged with aggravated assault of a police officer and resisting arrest. But Essex County Prosecutor Robert D. Laurino alleges that Detective Pared falsified his report, and he faces up to 10 years in prison if convicted on the top charges of excessive force and falsifying reports. His attorney tells NJ.com this "is not a clear cut case of anything other than some wrestling."

You have a cop in your face, you do NOT do shit with your hands except keep them at your sides. Cops will use any excuse they can (excuse the generalization of cops, I do mean asshole, pig, trigger happy, cops) to cover their own ass.

"It looked like he had a gun" - was the excuse for a boy i think two years shot. A very young boy, can't remember full details but he had a comb or a brush in his pocket.

The other cops should not be reassigned unless being reassigned to craigslist looking for a new job.

  • Krooklyn

and one other thing...THIS IS WHY THE YOUTH NEEDS TO WEAR A FUCKIN BELT YOU IDIOTS! Pull your damn pants up and you wouldn't have to worry about a cop thinking you're going for a gun. Why? Cause you wore a belt.

  • Jamie McDonald

"Excuse me, sir? I need to see some documentation. You actually need a permit to look that fucking stupid."

  • Wza

    Not cool mon.

  • ProudLiberal1947

This is why beware of cops shot to kill first then face the consequences all you have to do is use the cop defence I felt threatened, hell why do you think the Wacko Right is allowing guns all over the place.

Maybe a few of these slime and scum cops go down the Idiots will get the msg and remember they are their to Serve and Protect, I dispise Gestapo under any false pretenses.

  • Ragingsemi

The "wacko right" is alloying guns all over the place for when the time comes that you have to protect yourself from these assholes.

Another reason to keep your pants up with a belt, or better yet, buy pants that fit.

Bwoy, Ya cyant tell me' bout dis. Wha a gwaan fi dat? Seen?

  • ithcy

Haha! That's funny! Hey, next time you see an article about a Chinese guy you should write a comment like "Ching chong, so solly! Me rikey egg loll!" That would be gold.

  • VorneliusCanderbilt

Oh snap! See what you did there!

Last thing... I could see if I was like, "Pass di spliff, wake di man, muy fiyah, bumba claat.... Kaya... uhhh... Bob Marley." Then MAYBE your lame-ass attempt at comedy could have held some credence... But I didn't... It was a complete sentence, not just a 7 year old's idea of "comedy gold."

You went the lowest common denominator and tried to compare me to someone who uses the word "chinaman" and were about as funny and creative as the obligatory Indian 7/11 Slurpee-machine owner joke. Let me guess, your next interesting and entertaining quip will involve fried chicken? Can't wait for that gem! Formulaic and boring.

PS: Looks like Wza used "mon" down there ... How outrageous!!.... Jackass.

  • VorneliusCanderbilt

God, you're thick. Your comparison to a Chinese guy is stereotypical, elementary, offensive and racist. I put myself in dude's shoes, made a comment, but then just spruced it up to relate to the story. Ever read a novel? Ever see phonetic spelling? There's nothing racist about it. Speaking Patois is not a disability to be mocked, as your Chinese analogy tries to be cute doing. Of course it went over your capacity.

  • VorneliusCanderbilt

Also, what does spending a lot of time in Kingston and speaking Patois have to do with Chinese stereotypes? Take your lame attempt at humor elsewhere.

  • VorneliusCanderbilt

    That sounds racist.

I knew I'd seen this kid somewhere before.

this cop will probably be cleared of assault but not falsifying reports. It looks like this is why we will punished the bad cops. What is scary is how these cops have no problems bearing false witness and lying in sworn statements. Can you imagine how many innocent people are in jail because of crooked cops?

  • FelixtheCat & Christine Quinn'

i meant it looks like this is how we will get the bad cops with videos and them falsifying reports.

  • BillyShears

The cop's attorney is a true master of spin, he should've gone into PR.

  • longacre

Reaching for your pants while being frisked is pretty stupid. He's lucky a little fisticuffs is all he got.

  • Yeah, he's a black youth in America, he should know how to behave when the police hassle him outside of his home for no reason! How dare he incite the cop to assault him. He really is to blame, in a way he MADE the cop punch him. Or wait, it isn't illegal to be black in NJ, yet. Papers please?
