Ah PETA, shouting from their soap-boxes about the problem but not addressing the cause.

The problem is WHY there are hundreds of thousands of dogs in shelters - and the answer is human stupidity. It's not because of purebred breeders or their owners - it's because people can't properly care for their pets. Either they're incapable of caring for a pet and toss them to the curb or don't get them spayed/neutered and then where there was one now there are ten.

Of course, PETA would rather just scream "You're bad because you're not like us". Complaining loudly and making outlandish displays is much easier than fixing a problem.
