    "Setting shoplifters free" is not what the article says; it says they're being charged with trespassing instead of with larceny.

    From the linked article:

    "There have been multiple incidents where we were told to charge [suspects] only with trespassing, not shoplifting," said a Duane Reade guard who asked that his name not be printed.
