The reason there is perpetual conflict is because there are no clear boundaries, so both sides keep crossing into each other's territory and claiming it as their own. That's why there need to be clear borders and separate nations. The ambiguous lines of separation lead to perpetual struggle. The Palestinian and Israelis can both be armed as much as they want, but without being able to cross borders, it won't matter. Because of the situation now, there is too much border crossing, and thus too much fighting.
