I don't know why it bothers me that people call that "hacking," but it does. All she did was use VOIP with an inaccurate caller ID number. Simple to do, and not hacking.

I do it myself, in fact. I use Skype, with the caller ID set to my cell phone number so when I call people they know it's me. If I call my own number, I go straight to my voice mail inbox without having to enter my PIN, just as if I were using the cell phone.

Since it's a legit service, there's a verification process to set up Caller ID with Skype so you can't do what she was doing but otherwise it's very simple.
