New Carriage Horse Rules For 2010

With the new year, new rules will go into effect concerning the city's carriage horses. The rules were proposed by the Health Department yesterday, and according to the NY Post would include many regulations already imposed on taxi drivers.

There will be a public hearing regarding the proposed rules on February 3rd, and if they go into effect it will give horses five weeks of vacation a year, make it illegal for them to work after 3 a.m. or in hot (90 degrees or more) and cold (under 18 degrees) weather. In addition, there will be a no smoking policy for drivers and riders, and drivers will not be allowed to use cellphones, cameras or music players (which may cause distractions).

The rules are all based on findings by an advisory board comprised of both animal advocates and members of the horse-rental industry. At least one driver was happy with the vacation rule, but a tourist chimed in saying, "What does a horse do on vacation? Will they put their feet up? In the wild they'd just be running around anyway."

  • The law is just catching up to what we already do - as a matter of fact, 90% of our horses get much more than 5 weeks off per year. For instance, we have two horses - they each work 6 months a year, spending the other six months turned out in PA. Of course that doesn't include all the days off in the city they get - bad weather, days the owner takes off, etc. It's so silly to contend that these horses have a hard life - they have it made, especially when you consider the THOUSANDS of horses across the country that are either neglected or on their way to slaughter.

    If only the NYC Children's Services could live up to our standards....

    To those complaining that the horses might get 5 weeks of vacation...why don't you pull a carriage around the park or city streets in hot/cold weather for grain, hay, and water...then report back as to how much vacation they deserve. I kow you're being sarcastic, but come on!

    Our horses lead exceedingly reasonable and content lives. They each receive a superior, formulated diet, occupy roomy box stalls, receive vet & farrier care, and are groomed and bathed regularly. This amounts to food, shelter, and medical care - which many CHILDREN in this city do not have.

    Beyond these basics, they are loved by their owners/drivers; they receive affection, treats, and human interaction everyday.

    Every stable has a sprinkler system in case of fire, and every stable has 24/7 stablemen. We are overseen by 5 city agencies, and not one WEEK goes by (and sometimes, day) that our horses are not checked by the ASPCA or the Dept of Health. (Let’s see Child Protective Services match that record)

    The horses receive rotation turnout several times a year on farms in both Upstate NY and PA.

    When the time comes, we work hard to retire them to loving, forever homes; some of the owners retire them themselves on privately owned land. I personally have retired 3 horses, one of which is still living the life of Riley after being retired 6 years ago in South Jersey at a bank president’s home.

    The New York Post is such TRASH. There are 5 members, Malone, a carriage horse owner who likes to call women cunts is on the board, Then the owner of kenningston Stable who also abuses their horses in Brooklyn, the 3rd member is a vet hired by the industry, the 4th is an ASPCA rep and the 5th member is a regular resident of NYC. IT'S A BOGUS BOARD created by McMahon's wife who head the Dept of Health. People complained about the conflict of Interest but the city is so corrupt. This is the same conflict of interest board that agree the mayor can introduce a bill to extend his own term.

    The advisory board is corrupt, 3 0f the 5 advisory board members are part of this industry. These laws aren't enforced at all and do note they drivers send them to slaughter. The industry refuses mandatory retirement. Do note the undercover video of West Livery stable. The conditions are horrible and cruel. 3 am? In amsterdam, where they are no cars, the horses drawn carriages are only available from 11am to 6pm. Why not restrict these horses to the park. Why must I see them at midnight at time square in between tour buses and cabs? This cruelty needs to end. The advisory board was created by McMahon who is marred to the industry's lobbyist. It is all corrupt.

    That would be Linda Gibbs. What a corrupt arrangement indeed. The board--which was supposed to be created years ago and never even materialized until recently--is a sham and the new "rules" are window-dressing. Anyone with the cognitive skills of a 12-year-old knows that horses do not belong in city traffic. It sure brings to mind poor Spotty, the young horse who was killed January 2, 2006, in a gruesome spooking accident on Ninth Avenue at 50th Street. The panicked horse broke loose and crashed into a vehicle, injuring passengers and very nearly killing the carriage driver, who was comatose for weeks.

    horses have been pulling shit for as long as I can remember.. how do you think people got around before the "horseless carriage?" What do you think they had back in the 19th century, Carriages pulled by Negroes? This is what horses do people! I'm going to corner the market with Donkey pulled Carriages in Corona Queens and see does that catch on? Next I'll have Oxen in Park Slope picking up heavy trash on big trash day just to keep the Heath Department on its toes!

  • Jibreel - I like your line of thinking! We SHOULD have more draft animals working - it would give unwanted animals purposeful lives and add to the quality of urban living. Corona is a perfect place to start (don't know about Park Slope though, too many snotty control freaks LOL)

    first, horses don't belong in NYC urban streets. ASPCA supports the ban. ARe you a carriage driver? I asked since you mentioned negroes. There are videos on YouTube of these drivers making homophobic and racists remarks at people. People who abuse animals have no problem abusing people as well.
