NYPD's Parking Placards Cop Allegedly Hooked Up Gal Pal

092809nypd.jpg Responding to the glut of city employees' parking placards—which let them park for free at meters and many off-limits areas—last year the mayor's office managed to cut the 144,160 placards by over 20 percent. To accomplish this goal, the city consolidated control over the placards with the NYPD; formerly each city agency got to dole out their own. The NYPD's point person for determining which officers got placards was Lt. Jemal Doute, the head of the NYPD Internal Affairs Bureau's Vehicle Placard Unit—until recently, when it was discovered that a female friend of Doute's obtained one of the "older" models of the placards through Doute.

Doute, a 15-year veteran, faces departmental charges of failing to safeguard a department placard, and will be transferred. He says the woman was a friend who had recently stopped by his office, and he claims that she must have swiped the placard without his permission. A patrol cop spotted the outdated placard on the dashboard of a parked car in Brooklyn several months ago and notified Internal Affairs. Now the Post is calling Doute the department's "plaque sheep."

    The cops are not happy about the IAB plaque group. Guarantee some PO knew the old plaque was on his lady's car and did it up. Cops everywhere are laughing their butts off.

    officer reported it because he was looking for illegal placards, not looking for crooked cops.

    at worst this was revenge but Mr. Doute should have known that he would be under scrutiny!

    as usual the NYPD mindset allows corruption and bad behavior because so few are punished, it creates a fantasy world were people think they can pull one over for their own benefit...KERIK im talking to you.

    the guy who should be held to the highest standard.

    nice guy. instead of taking a hit he claims that his friend "stole" it,





    criminal possesion of a forged instrument?

    possesion of stolen property?

    impersonation?



    a regular person would have been charged with a crime

    if this was really swiped they would have charged them both with a crime?



    instead as usual he is charged with a non crime procedural violation and might loose half a vacation day.

    An acquaintance of my friend lost 30 plus vacation days for letting his wife use his placard so if your assumption that the NYPD takes this lightly, you're wrong. Also, it was an officer that reported Doute's girlfriend.

    The cop reported it because it was illegal. He thoguht he was reporting a civilian crime. Had the cop known a fellow cop was in on this fraud, he would most likely cover and not report. This is what cops do. They lie and cover for each other. Blue Wall of Silence.



    He is probably feeling guilty he turned in another cop inadvertantly.
