    Rule of thumb: a real estate asset's real value gets determined by the third owner. New builds cost too much and this developer got screwed by the market. Nice building in a crappy nabe, it needs to change hands a few times.

    How's that? There's no water meter on hydrants, and as long as the reservoirs aren't running empty (which they certainly are not) it's not causing any problem or costing anyone anything. There's plenty of capacity in the system to handle a few open hydrants.

    This ain't nothing. At least the one in the picture has a sprinkler cap on. Once you hit the hinterland above 98th St. they let it loose without any caps full blast. You haven't seen waste till you go up there.
