By the end, New York motorists got the message and never used their cellphones while driving again. Kidding—of course it didn't make a damn bit of difference, though it did make some serious loot for the city government. So now it's back to the well, starting at midnight tonight, when cops will start slapping motormouth motorists with $130 fines—$10 more than last time! After 24 hours the crackdown will conclude, and everyone can go back to distractedly steering big hunks of metal through the street with one hand.

Specious enforcement of existing laws makes a mockery of the whole notion of traffic rules and regulations.
It's a law - it should be enforced at all times.
the reason why cops don't enforce this and many traffic violations is very simple. Cops are lazy. They could make so much bank on every violation you can think of but the cops only have a set salary. The whole reason why people join the PD is to get a cushy ass job where all you really do is hang out and walk the beat every day, shoot the breeze with your fellow officers and go on power trips. active duty is only for freshman cops, all the others could give a fuck. The police department knows this. They've made it their culture. That's why they only enforce it during certain periods, so it LOOKS like they are doing something but it's really only a small window.

I've seen people just talking on cell phones, never mind texting, who couldn't see where they were going. It's all a matter of where one's attention is. Yes, texting is worse. Then it's attention + eyes.
If people can't pay attention to where they are going when walking and talking, imagine driving and talking. Scary.

Just make the punishment hard enough that they won't need cops' presence to behave while driving. Harsh laws have great preventive incentives.

Exactly, it's only when the punishment has some relationship to the danger of the behavior that car drivers will give a damn. Otherwise, they're surrounded by their 2,000 lb. cocoons and insulated from any consequences of their actions.

what a crock. this should be strictly enforced ever hour of every day. i'm sick and tired of almost getting taken out by drivers on their cellphones when i'm crossing with the light! cops are some of the biggest offenders by the way!
I've seen on multiple occasions cops driving around talking on their cellphones. I'm so tired of cops feeling that they are above the law. That is what is mostly wrong with this city and generally our country : cops feeling like they don't have to obey the law because they have a badge and a gun. Until this stops we will continue to live in an oppressive police state!

If this law was enforced "every hour of every day" cops wouldn't be able to do anything else but issue tickets. Unacceptable allocation of resourses.
EVERY cell phone these days has a speakerphone function, even if you're too poor or cool to wear a bluetooth headset.
Good. First, always crack down on this. Second, if the State won't let bridge tolls & commuter taxes through, lets make the money up by cracking down on drivers. I'm down with that.

No, thats fine. Also, reckless driving will now become legal unless drunk or on a cell phone. There's nothing like selective enforcement of arbitrary laws to encourage safe driving.

I think this is an awesome idea on the part of city government. Stop raising taxes and start slapping people with tickets. They need to start doing this with more than just cell phone using drivers. To many people out there wrapped up in their own little world not giving a crap about others. Let them pay the price for it. 10,000 tickets at $130 a pop is over a million dollars for the city. AWESOME!!
