How Valuable Is It To Be Friends Of Friends Of The High Line?

2009_07_bloomberghighline.jpg A city committee has paved the way for the Parks Department to come to terms with the Friends of the High Line on a ten-year, noncompetitive deal for the group to get exclusive rights to sell food and merchandise at the newly-opened park. And now City Controller and mayoral candidate Bill Thompson is crying foul, saying, "It almost appears to be some sort of back-room deal." Founders of the Friends of the High Line have already given endorsements to Mayor Bloomberg and board members have contributed over $100,000 to Speaker Christine Quinn. Thompson added, "We should not let the beauty of the park overshadow our obligation to ensure transparency and accountability regarding the operation and use of a public park.” A spokesman for the mayor calls Thompson's comments "politically transparent," noting that he has backed similar deals at other parks and that unlike Bloomberg, Thompson has taken contributions from private groups that conduct business with the city.

There is a process under the city's well-established procurement rules allowing for such non-competitive access to city licenses. There are many tiers of approvals necessary by a multi-agency panel THAT INCLUDES A REPRESENTATIVE FROM THE COMPTROLLER, not to mention public hearings on the subject. You can't cry "foul" when there is in fact complete transparency. Thompson knew all about this and is just posturing.

transparency? This is a no-bid contract that was rewarded with Quinn and bloomberg's approval. There is no access open to the public and also why didn't they negotiate for the city to take a cut in the profits? Quinn made money off this back door dealing

No bid contracts are permitted under certain circumstances. And there are public hearings on awarding such contracts almost twice / month. I get that you don't like Quinn, but know your city rules before commenting. http://www.nyc.gov/html/mocs/downloads/pdf/fcrc_rules.pdf

you must be in Quinn's pocket, there was NO public hearing on this NO bid contract and there was NO transparency on how much MONEY Quinn got for this deal.

Ugh. Felix, wake up! Above link is the notice for the public hearing on July 8, 2009, 2:30 pm. Item #3 is for Friends of the High Line concessions.

According to the information on the Parks Dept. website, the Friends of the High Line is responsible for the day-to-day maintenance and operations of the park. It therefore seems reasonable that the profits are therefore going to this organization and not to the city's general fund. To break even they're still going to need donations.

There do you see they will need donations??? They will makes lot of money and the city should have taken a cut in the profit. Only Quinn took her profit in contributions. shame

this is ridiculous. what profits? whose making money off of this? Friends of the High Line is a NON-PROFIT organization. All their revenues are spent on maintaining and improving the High Line. That is how public-private partnerships work all over the city and the country. Is there some other non-profit organization that is both willing and more qualified to maintain the High Line than Friends of the High Line - the very organization that funded and managed the project? Or should the taxpayers have to maintain this thing? I guarantee you it would look like crap in ten minutes if the Parks Department was taking care of it.
