The DOJ, which has final approval over voting rules in NYC, was asked by opponents to stop the term limits extension because it, critics say, impedes minority voters.

I'm glad DOJ didn't block third terms for discrimination reasons.
I don't want Bloomie nor anyone else overriding what we voted for twice. However, it's not a racial thing as opponents claimed. Anyone can run and anyone can win.
