There is no reason for the cops to bring him out like that. Stop and pull up his pants. So I thinking the next crime they will charge him for is indecent exposure! I can care less about these pieces of shit but as cops they should at least pull his pants up knowing the media is around taking pictures so little children don't have to see this on the net.
