they had to pay rent anyhow but if the banks were the real owners than they should get back the money from these fake landlords. that is theft.

man that's a tough situation. and the marshal makes out like a bandit on other people's misery. and they get to carry a sidearm.

Because more than likely the amount of the security deposit is over the limit for small claims court, the renters should go to the prosecuting attorneys office and sue these landlords in real court. If the landlord was not actually in possession anymore, the DA should also go for criminal proceedings against them.
