No no no. You guys don't understand the context. The poor guy had jock itch. He's stuck in an office with other people, and he is suffering. He thinks he's found a moment when he can pick his crotch and not be observed, but no, two female officers are looking right at him and there he is, mid-pick. So, in a moment of panic, he pretends to sexually harrass them. Maybe not the wisest decision, but that's how it went down.

agreed! I can get that if you have jock itch, you are going to scratch your nuts, but what does wiggling your tounge, pretending to masterbate and moaning have to do with jock itch? Nothing!
