Very lame. If Bloomberg is so hot on being green, why not put some windmills up on the waterfront? Hmm, that may be a useful art project. Maybe I'll call the Public Art Fund.

Am I the only one who misses that hand that was attached to the pole at the taxi rank at 7th Ave South and Christopher St? It was like this in that you pulled a string and the hand would move with the intention of hailing a cab. I loved that thing and it was gone so quickly.

Illegal it may be, it's actually a lot better then a lot of the dross being called 'art' these days. And amusingly, it could serve a practical purpose, an indication for high tide and low tide. Not that It'd require some refinement, such as a metal pole... and reflective strips for the green and red segments... but it could work.
