<description>&lt;p&gt;There is some confusion here between the waterfront esplanade within East River Park, and the East River Waterfront redevelopment which includes the East River Esplanade between East River Park and Battery Park. You Follow?

The Villager article is about East River Park and its delays, ie: bad contractor and sinking into the river.

The Esplanade between East River Park and Battery Park is being developed by the NYC Economic Development Corporation, which is still in its planning process. the First bit of that to be built will be the southern half.

East River Park is the NYC Department of Parks and Recreation. 

Two completely different projects in two seperate parks. Still follow?

Especially that hole in the ground the MTA has on Broadway and Fulton - I don&apos;t care if he puts his name on it - just get it done - money has been allocated and run through as if it was air through ones fingers without any accountability - and Bloomy wants to change the rules to run for a third term - yea NYC - the city where nothing gets done unless it&apos;s by Disney.&lt;/p&gt;</description>
