<description>&lt;p&gt;The reason they are delaying the vote may be because Mayor Bloomberg and his checkbook are in London. 

Charles Barron may have given New Yorkers some incite on the way things have been operating at City Hall with this comment in today&apos;s NYT: 

 “Many of them (Barron is speaking of Council members) are extremely influenced by the mayor. A lot of them got money from the mayor for voting the way the mayor wants them to vote. So, you can’t really expect these people to go against the mayor.” - Charles Barron, Brooklyn City Council member
