Port Authority's New WTC "Probabilistic" Timeline

The Port Authority released its letter and report to Governor David Paterson about progress at the World Trade Center site. The NY-NJ agency was given control of the site two years ago, but building at the site has been stymied by delays given the complexity and cost of the project.

Now, P.A. Director Chris Ward believes that everything's set to have the project move forward and noted the progress since his June report. But what we like best is the timeline with the "probabilistic" dates of completion (back in 2003, then Governor Pataki said Freedom Tower would be completed by 2008!) and the new projects costs. All told, the project will cost $1 billion more than previously estimated. Governor Paterson said of the report, "We know what we are building, how long it will take and how much it will cost."
The WTC Memorial will be mostly done for September 11, 2011 commemoration (the visitor's center might not be open in time), but it will cost another $75 million and the site will be surrounded by construction. This didn't make Mayor Bloomberg happy, who had previously written an op-ed in the Wall Street Journal demanding action at Ground Zero--he said, "Fully completing the memorial by the 10th anniversary of 9/11 remains our goal and this plan doesn't accomplish that."

    It's taken as long for us to get a timeline for the WTC as it took to conceive, design, and construct the Bank of America Tower at 42nd/6th, the second-tallest building in the city.

    Reading the bailout bill passed by the Senate, it seems senators from an awful lot of states managed to throw in an awful lot of pork...$100 million for NASCAR, $500 million for Hollywood studios, $200 million for Puerto Rico and the Virgin Islands, $2 million for a company in Oregon that makes a very specialized type of wooden arrows used by archers. Where were Chuck and Hill when they were handing these out? Why couldn't they throw in a couple billion as some kind of World Trade Center relief provision?

    I really believe them this time. They wouldn't tell us something if it wasn't true would they? Come on people it's the Port Authority, not some poorly run state or city agency.

    Look, none of this is going to get built. Fill the hole, build some low-rise apartment buildings and retail and let's get on with it.

    Given the current and future economic crisis that will no doubt last for many upcoming years (and possibly longer now that all the regulators will be tied to wallstreet) why build more empty buildings in lower Manhattan. Just make it a big park and leave it at that. There are already enough empty office buildings and even more to come. I predict 2020 or later.
