Jesus you yuppies are so out of touch. If you don't give anyone any "handouts" or whatever you like to call it it will just lead to more crime and suffering. Back on topic, elevators are one of my bigger fears I frequently encounter. In my building I've encountered a woman being trapped inside. Another time I opened the door to walk in and it was 1 or 2 feet off the ground. I just closed the door and walked away. (I think I pressed the outside buttons to try and make it go up or down and possibly resync itself.) My fear of elevators got worse after seeing a certain episode of Six Feet Under.

if this building would be owned by a private citizen he would be arrested and charged as a criminal, who in the city is being charged for this

boo hoo. my heart really goes out to them. Here's an idea. tear them all the f down and let the residents pay rent like normal new yorkers instead of leaching off my taxes like the parasitic tumors they are?

can't blame the government on these awful things, the residents don't take care of them, they often smell of piss and people do stuff to them all the time.
