After a jury found her stepfather guilty of manslaughter, the Brooklyn DA's office is readying for a second trial in the death of 7-year-old Nixzmary Brown. This time, her mother Nixzaliz Santiago will be in court, and the Daily News reports reports prosecutors may suggest Santiago was "jealous because she believed her husband having sex with the 7-year-old" and therefore allowed her daughter to be tortured. A prosecutor said, "Motive is always relevant. If she believed her husband was doing that ... whether the allegations are true or not, it goes to her state of mind." Stepfather Cesar Rodriguez's defense had been that Santiago directly caused the child's death.

This story makes me all tore up every time I think about it. How do people do something like that to a child.

In a civilized society, there should be no need to exact vengeance like this. These are obviously two people with sub-normal intelligence that simply should not have been allowed to have children.
It really is as simple as that.
People should have to apply for a license in order to procreate. Parents should be given intelligence measuring tests, psychological examinations, and blood screens for common diseases and/or genetic abnormalities. Having a child without a license should be a crime with serious penalties, even including sterilization after a certain point.
These parents are only alive due to the brilliance of many scientists and inventors who have made modern technology possible. Before the advent of the modern industrial society, such people would have been incapable of functioning and would have at least been banished from their community. We simply cannot allow the inferior to continue to reproduce while the superior pick up the pieces of their insanity.
Polemicist - your idea is open to too much abuse. An easier way to implement a darwinian system would be to lace scratch off lottery tickets with arsenic and deliver a lethal electric shock to anyone who calls a psychic hotline.
Most people have subnormal intelligence, what brings to issue of allowing people to have babies JUST because the can reproduce...Not only is bas for the kids but for the planet! I mean, we already suffer from over population, to add to taht abused human by the thousands!
