Maurice Mizrahi was storing 87 stolen parking meters in the basement of his mother's Flatbush home when she ratted him out to police. Mizrahi has been arrested seven times this year for stealing meters. Neighbors describe him as a drug addict who hasn't showered in months. He has been spotted shaking meters around the neighborhood to find ones with the most change, at which point he is able to spin them away from their base and carry them home in a shopping cart. For the NYPD to remove the 87 meters from Mizrahi's mother's basement required 15 men and took 2-1/2 hours. Police are searching for Mizrahi who they say made off with $6000 in quarters.

#[3] breaking down the numbers--each member of the 15 NYPD group removed a total of about 6 meters and it would have taken each person approximately 26 minutes to remove each individual meter (assuming the meters were removed only one at a time).
However, some of the NYPD were possibly supervisors and some of the NYPD were probably assigned to donut retrieval, so the figures are probably off.

It's not the $6,000, it's all those lost fines becuse you can't ticket a vehicle parked at a missing or damaged meter. ( I wonder if the city tried anyway )

#15 , yes they can, if i recall you can only park at a missing meter for 1 hour , however at a damaged meter for the length that the signs in the area specifies, ie 1 hour , 2 hour max
