Today's allegation of police brutality comes from 20-year-old demolition worker Raphael Jefferson, who's planning to sue the city after police allegedly "slammed him down on a car hood, repeatedly struck him with a baton and Maced his eyes" while he was handcuffed on a Bronx street on June 20th.
Like last month's videotaped police beating, this one also comes with video, recorded from a bystander's cell phone. The Post says the video shows police officers cursing at bystanders and calling Jefferson a "faggot," and one officer can be seen "wiping the sole of his foot either on or near the Harlem man's pants." (The sample video on the Post website doesn't show any of this.)
Jefferson was arrested for disorderly conduct and resisting arrest after he "became irate" when police stopped him for drinking alcohol on the street. Asked for comment, an NYPD spokesman pointed out that Jefferson has a rap sheet that includes arrests for drugs and burglary.




What does becoming 'irate' mean in legal terms?
It would do more justice to a story to get more detailed information, since becoming irate is not a crime by itself. Was he being arrested or fined for drinking alcohol and resisted even after being handcuffed?
Did the officers overreact to his resistance by using unnecessary force and using profanity at the bystanders even while being videoed?
If these are New York's Finest, I really don't want to see New York's Worst.
We've already seen NY's Worst. They beat and tortured a handcuffed man. I'll let Wikipedia go into the graphic details:
The arresting officers beat Louima with their fists, nightsticks, and hand-held police radios on the ride to the station.[2] On arriving at the station house, he was strip-searched and put in a holding cell. The beating continued later, culminating with Louima being raped in a bathroom at the 70th Precinct station house in Brooklyn. Officer Justin Volpe kicked Louima in the testicles, then, while Louima's hands were cuffed behind his back, sodomized him with a plunger, causing severe internal damage to his colon and bladder that required several operations to repair. Volpe then walked through the precinct holding the bloody, excrement-stained instrument in his hand, indicating that he had "broke a man down."
Louima's teeth were also badly damaged in the attack by having the plunger jammed into his mouth.[3] He testified to the presence of a second officer in the bathroom helping Volpe in the assault but he could not positively identify him. The identity of the second attacker became a point of serious contention during the trial and appeals. Louima also initially claimed that the officers involved in the attack called him a "nigger" and shouted, "This is Giuliani-time" during the beating.[4] Louima later recanted this claim, and the reversal was used by defense lawyers to cast doubt on the entirety of his testimony.[5]
The day after the incident, Louima was transferred to the Coney Island Hospital emergency room. Escorting officers explained away his serious injuries being a result of "abnormal homosexual activities". An emergency room nurse, Magalie Laurent, suspecting the nature of Louima's extreme injuries were not the result of gay sex, notified Louima's family and the Police Department's Internal Affairs Bureau of the likelihood of sexual assault and battery.[2] Louima was hospitalized for two months after his sodomy.
